Department Order No. 184 Series of 1999

Guidelines on the Accreditation of Contractors' and Consultants' Materials Engineers

To ensure that only qualified and competent materials engineers will be assigned by contractors and consultants to DPWH projects, the following "Guidelines on the Accreditation of Contractors' and Consultants' Materials Engineers" are hereby prescribed:

1.0 CRITERIA FOR ACCREDITATION


As a minimum requirement for accreditation of materials engineers, the applicant must be a registered and licensed civil engineer.

An accreditation examination shall be administered to all the applicants. The raw score obtained in the examination shall be converted to percentage (100% maximum) to obtain the total score for accreditation.

2.0 CLASSIFICATION OF MATERIALS ENGINEERS


Materials engineers shall be classified according to the results of the accreditation examination.

The classification of materials engineers shall be as follows:


Total Score                          Classification
80 and above                       Materials Engineer II
60 - 79                                 Materials Engineer I


An accredited Materials Engineer I who desires to have his classification rank upgraded should take the accreditation examination again and meet the total score required to be accredited as Materials Engineer II.


3.0 ASSIGNMENT OF MATERIALS ENGINEERS TO DPWH PROJECTS


Only accredited materials engineers may be assigned to DPWH projects, subject to the following limits of assignment:

Materials Engineer I                                         One project costing not more than P30 million



4.0 PROCEDURE FOR ACCREDITATION


4.1 Who may be accredited

All registered and licensed civil engineers, including foreigners, who may be assigned as materials engineers in DPWH projects, may apply for accreditation.

4.2 Accreditation Requirements

Upon application for accreditation, the following must be submitted to the Accreditation Committee, thru the Chief of the Materials Quality Control and Hydrology Division of any DPWH Regional Office.


a. Duly accomplished application form that can be secured from any DPWH Regional Office.

b. Xeroxed copy of Professional Regulation Commission (PRC) identification card.

c. Two (2) passport size (2" x 2") photographs, one of which should be pasted in the application form.

4.3 Accreditation Examination


An accreditation examination shall be administered to all qualified applicants. At least two examinations per year to be held in January and July will be given simultaneously at the DPWH Central Office in Manila and DPWH Regional Offices in Baguio City, Cebu City and Davao City.

4.4 Issuance of Certificate of Accreditation

a. A Certificate of Accreditation and an Accreditation I.D. will be issued to all applicants who meet the accreditation criteria.


b. The Certificate of Accreditation, unless revoked or suspended for cause, shall be valid for three (3) years from the date it was issued, and shall be renewed thereafter.


5.0 Effectivity



Effective January 4, 2001 only accredited materials engineers of the contractors and consultants may be assigned to supervise DPWH projects.


The Committee created to accredit contractors' /consultants' materials engineers, under Department Order No. 141, series of 1999, shall carry out the evaluation for accreditation and recommend the issuance of certificate of accreditation for approval of the Secretary.
